Roof - New Layer of Shingles?

I have a hip roof, 3/4 of which was re-shingled a couple of years ago, before I bought the house.

The fourth section now has a leak and needs to be re-shingled.

The first three sections had new shingles placed over the existing shingles.

The contractor that I am working with has given me two options for the fourth section:
1) Place new shingles on top of the old
2) Rip up the old and (I assume) replace whatever is under shingles (sorry for my lack of terminology) and then lay new ones.

My question is: since the rest of the house was done with new shingles placed over the old, is it best to do the fourth section this way to be consistent? And is there any concern that my leak would still exist after the re-shingling (i.e. would we just be covering over the problem?)

A final bit of info is that the replace option rather than laying new shingles over the old is about twice as expensive.

Thanks!

- Bob
