Felt between old and new shingles

Do you need to put felt between an old but non leaking roof and the new shingles you plan to put on over the old ones? I have one contractor says yes, the the other says no. I did it myself without the felt about 25 years ago on another house, and it never leaked.

I've done hundreds of recovers and never used felt.
However, it may help feather in some of the lumpyness of the 1 st layer.
