Gutters for a flat roof

With a flat roof on a Southwestern style house I have these scuppers. Are there any type of gutters that can be used with this style and maintain a good look? I would rather run the water further away from the structure.

Also - the flat roof is one of those two-step styles where the center area (perhaps half the square footage) is a few feet higher than the rest. That area drains thru scuppers onto the lower area. Wouldn't it make sense to have a gutter system to move that higher roof's water directly off the building?

I'm also thinking that I could use some/all this water for (future) irrigation of a garden of some sort. The house is in Las Cruces - not really all that much rain but I figure why not use it better. Are such systems costly and would I have to worry about possible codes if I just kind of diverted the water towards an area of the property?
