GUTTER DOWN SPOUT (drainiage question)
My basement cinder block seems to be getting wet and I was wondering if this could be from my down spout from the gutter. I live in a new house built by "MARONDA" IN Pennsylvania and I believe that the gutter drain spout just goes under ground. By law, I don't believe they are permitted to drain into the sewage, is this correct??? Please advise. If so, do they make something that I can put on end of the drain to redirect, into the yard instead of undergroud?

Do you know where the downspout drainage goes when it goes below ground? It could go underground to drain to a lower area - this is done in some areas for appearance purposes.
If the slope of the soil downward as is goes away from the house? How muc in the first 15 feet?
