Roof wood replacement?

Question Roof wood replacement?

We had our roof replaced after the hurricanes here in FL this past April. I discovered in August that we had leaking on the ceiling. We never once leaked before the new roof. Hubby got up in the attic and discovered rotted wood near our chiminey 1-1/2 foot wide area. We called roofer many many times and he finally came several months later. Did a little tar patching outside/around of chimney area and told us the flashing was overlapped incorrectly and not his fault for the leaking. But our complaint is he should have fixed that when they replaced the roof. He has not returned and our roof leaks with every hard rain we have. Now instead of a small leak on our ceiling, it has grown. We don't know the steps to take to get the roofer to stand by his warranty. Hubby went up this week and did more sealing around the chimney area but we are wondering if there is a way we can replace the rotted wood from inside without damaging the shingles etc above the wood?
Any advice would be appreciated.

No. Sheathing must be replaced from above.

I would have another roofer check his work. Get a written report on the shortcomings of the work done, particularly around the chimney. (Have the second roofer repair the problem area).
