Why woud my roofer order 10 rolls of 15ul felt and 7 rolls or 30ul felt?When the code in So Fla calls for 30ul. Is it just me or does that mean use all 30ul felt?

There are times when 2 layers of 15# felt may meet the code for 30# felt.
For example, IRC Code requires a double layer of 15# when installing on roof slopes between 2:12 and 4:12. The layers are interwoven and overlapped by 17" on each course and effectively gives you 30# protection using only 15# materials.
Could be what you builder is planning.
No sense in using 2 layers of 30# when 2 layers of 15# is all that is required.
But you'll have to ask your builder just what his reason is in this matter.
