Torch-down roofing query

I had a torch-down roof installed last year and it is now leaking under the flshing. I was subsequently told by another roofer that the proper way to install torch-down is to sandwich the flashing between two layers of material. In other words, the flashing needs to be put down over a layer of torch-down material with another layer over it. What is the story? Can someone direst me to a professional manual so that I have evidence in the event that this goies to a law suit?
Thanks
Bert

The modified was designed for speed and labor savings..... It does need to be sandwiched between 2 layers... Also the metal should be primed with a good primer prior to installing the torch on. I would suggest a Google search for "Bitech" or "Intec". Both make t/a modifieds. If you are making any repairs yourself, be sure you use a roof cement compatable with modfieds.
