How do I correct improper shingle length?

I recently bought a single level ranch and noticed that the rain would just shoot right off the roof without going into the gutters. After looking at them, the person who last shingled the house had made the shingles cover 80% of the gutter. Since it was a 2nd layer, I can see that the shingles are about 3 inches longer than the previous layer. What is the easiest way to trim the asphalt shingles? A friend suggested a circular saw while another suggested a hook knife (like used on linoleum).

Either use a hook roofing knife or you can also use a metal shears. They work good also. Good Luck
