Connecting downspout to 2" PVC

Hello, I have a 2"x3" downspout that produces a lot of water. A sidewalk blocks the flow of the water away from the house. Whoever put the sidewalk was smart enough to run 2" PVC pipe underneath the walk to relieve pressure from the water. I would like to route the water from the downspout through this pipe. The problem is, the downspout adapter is 4" diameter. Can I go from 4" to 2" with PVC?

You can get what is known as a nohub connector that will reduce from 4in to 2in. Just check your local hardwear store.
