Flat roof tar &gravel alternative?

Hello,
We have a flat roof covered with tar and gravel here in Montreal. (Very common roofing style here in building from the 1920's.) The roofing companies are charging about 10,000$ for a 1300 square ft roof - comes with a 10 year guarentee and some detail work to metal flashing...This price is up from about 5-6000$ one year ago! They all claim that due it's the rising cost of oil. ARe there any alternatives out there that are not oil based?? (Elastomeric memebrane is running at around 12K for the same roof. Even worse there is a bylaw in Montreal preventing the use of torches for its proper installation!)
We are at the mercy of these tar-and-gravel contractors whose prices go up but never come down!

Paul,

What is fairly common here is to change a flat roof to a peaked one.
Depending on what is on your roof for mechanical equipment the cost would pay for itself in a lifespan of 2 1/2 time if you use good shingles.

If only we could get the city to agree. The buildings from this period, and montreal is covered with them, have been designated as Historic and so we can't change the slope...

We need some ingenious way of getting rid of tar or oil based product to coat.
