soffit vent question

soffit vent question

I have a new home 3 yrs old in the north east. My home has a "hip roof " my 2nd floor is colder then my 1 st fl. The rooms on the 2nd fl have vaulted ceilings that follow the roof line then square off at the top

my question is can the cold air be coming thru the soffit vents i believe the only covering is the vinyl siding and can i seal them up with plywood and add a roof vent ?
there is no attic or access to attic / I will if needed cut open ceiling to fix cold air problem. I am also running a forced air system for heat

2nd floor will be colder than ist if you only have one HVAC unit.
