shingles have staples instead of nails
So I found out that my roof shingles were secured with staples and from what I'm told, using staples is now illegal here in VA. We've been getting a lot of wind recently and I've already had to pay to have 7 shingles replaced due to wind damage.
What is the process of getting those shingles nailed down? Is it as simple as going up there with a nail gun and putting 2 nailed into each shingle? Or do shingles have to be removed first to get to the proper area to nail it down?

Sorry, it won;t be the easier of the methods you asked about.
The idea is to have the shingle above another to cover the nail/staple since the nail/staple makes a hole in the shingle and could be a leak.
Depending upon how old your roof is, you may want to start looking at a re-shingle.
Personally I do not like an overshingle. My preference is a complete tear off. It allows you to see the roof sheathing and it gives you a nice flat surface to start with.
