Disconnecting Rain Gutters from Sewer

Not sure if this is the right place to post this, but...

We recently received notice from the city that we failed a smoke test. From the pictures we have determined that one of our gutter drains are tied into the sewer line. My question...Removing the downspout and rerouting is easy, but what do I need to do to plug the concrete pipe that the downspout feeds that is tied to the sewer line?

Thanks for any assistance you can give.

Pipe Sealing

Check city requirements. You should be allowed to plug with wet mixed concrete.
