Water getting into basement

I hope someone can solve this problem for me. I live in a 100 year old home with a basement that I have turned into a wine cellar. When it rains water comes in to the basement from the door that leads outside. Outside the basement door I have a 3'x3' flat cement base for the cement stairs that come to the basement, cement block wall that keep the stairs in place on each side.
When it rains the water collects in the 3x3 space and runs under the door and it to the basement. I would like to put some type of drain/pump in to solve this problem.

walkout bsmt OR hatch access ? ? ?

is that a 3' x 3' landing at the btm of the conc steps ? ? ? if so, place the sump/pump there w/steel grate above it,,, sometimes we also drill'd the blocks in the wall to release the trapp'd wtr in those cells,,, discharge w/1.25" pvc so the wtr runs downhill

walls keep the soil in place, not stairs,,, gravity holds stairs
