Ridge Vent Leaking Snow

I live in a 2 year old house in Cleveland, OH. We get a decent amount of snow each year. The past 2 winters, the ceilings in my house were damaged because snow blew through or leaked through my ridge vents. The builder claims this is not unusual for extreme snowy conditions. They are refusing to repair the ridge vent and the ceiling.

Does anyone know if it is not unusual for snow to leak through a ceiling?

It's unusual. Builder/roofer did something wrong.
