wood blocking in rafter bays blocks soffits

before the siding guys put in the new soffit on my house, I went up to take look to see if they were open. What I found is that there are 2x4 pieces on top of top plate that completely block the flow of air! This section of roof is a shed roof built off of my original house. The original house is 108 years old but I don't know when the addition was added. It is about 3/12 pitch and built with rafters. Any idea why there would be blocking in the rafter bays? They are only nailed to the rafters and not to decking or the top plate. I have pulled a few of them out. Others, I am having a hard time removing. Can there be any structural reason for them? should I just drill them? by calculations, I would need about 8 one inch holes in each bay. that is a lot of drilling!

The blocking was probably for insect/bird control back in the day. Either remove them, or drill 2-3 3" holes in each.
