Roof Leak around Vent

I have a rental house that has 2 aprox 1'x1' square roof vents and one has a leak around it. What would be the proper way to fix this? The roof itself is fine, but does have 3 or 4 layers of shingles on it.

ouch, 3 or 4 layers???? Heck of a codes office you have there.

Its a rental, and I'm guessing you just want to stop the leak cheaply. Cause doing it right would be a major expense w/that many layers of shingles.

Get a tube or gallon of roofing cement and smear or trowel it all around the vent about 2" all around the top and sides. Make it thickest at the middle of the top of the vent and taper it down to the side so the water runs off, not pool at the top joint. Plan on repeating this every year. And start saving up for a new roof.
