Roof vent installation

Roof vent installation

My roofer did not install roof vents where they were previously located. He has shingled up to the last couple rows at the ridge. When I asked him about the missing vents he said he marked their previous location and was going to take a sawzall and cut into the new roof to install the vents.

Does that make sense? Shouldn't the vents have been installed while shingling that row?

If he shouldn't be cutting into my new roof, how should the vents be installed at this point?

It can be done either way. I'm sure he knows what he's doing.
