Clogged Roof Vent or new seal around it?

After a rain storm water began dripping from the ceiling in our first floor kitchen. On the second floor, above the spot where the water is dripping is a vent pipe. How can we discern whether the vent pipe is clogged or whether it may need sealing around it? Is this a job for a plumber or a roofer? Many thanks for any insights you can provide.

Chances are it's the roof and you'll see the problem if you go on the roof and look closely. If you don't see anything you can spray water around the vent with a garden hose.
