Chimney flashing inspect

I'm reviewing the work of a tear-off on a home I recently bought. Is the gap between the flashing and the chimey too large? The silicone is dangling, so I can move it with my finger and stick my finger easily between the base flashing and chimney. I'm also concerned that the remaining foam insulation will act as a sponge.

I hope the shingles and flashing extend past the rake mold by an inch.

Just cut the foam out of the way and fill the hole with geocel. The finished product should NOT be flush. Caulk deep and finish it 1/2 or less to the inside.
