felt / tar paper / underlayment ... who needs it?

Hi. Some refer to it as tar paper, some refer to it as underlayment, and some refer to it as felt. Regardless of the nomenclature, I have heard that it is not necessary if the shingles are of a good quality and if the roof is steep enough. Can someone please shed a little light on this? I really do not want to spend a lot of money on it if it is not important. Thanks, Candoman
