Leak where garage roof meets gable end of house

Leak where garage roof meets gable end of house

We have been having spring rains here lately and I found a leak where the garage roof meets the gable end of the house. There is what looks like black caulk along that joint. Is there supposed to be metal flashing on there with the caulk?
I have asphalt shingles and the gable end is particle board. The roof was replaced in 2001 I think, a few years before we bought the house, and this is the first time it has leaked.
Do I remove the caulk or whatever is on it and reapply more every 5 or 10 years?

Particle board is a poor exterior wall siding. There should be roof step flashing under every shingle along that juntion. Google step flashing on roofs. Be safe, G
