Tar and Gravel roof

Tar and Gravel roof

I am in process of purchase a single family home. However, what concern me is its built-up roof (a.k.a tar and gravel roof).

The house was built in 1960. I didn't see the neighbor has this type of roof. I bet the roof was converted to this type when the house has been under a permitted extension for 500 plus sf back 70' or 80'.

Since it has slower slope, can I replace this type of roof with composition shingles? The house is in Northern California, Bay Area, is there any environment restriction to remove this type of roof?

I would ask some of the neighbors about the house. Something like that might stop me from buying it.
