Shingles over shingles
My understanding is that Florida code allows up to 3 layers of shingles. Since there's an adhesive involved near the bottom of the shingles, I'm trying to understand how this makes sense. If the bottom layer (including the adhesive) has worn out, how does it make sense to glue something on top of it?

Opinions on applying shingles over old shingles?

Most places are abandoning that code. That's why you are having trouble understanding how it makes sense. It's recommended that you remove the existing layer.

If it were my roof, I would want to know the condition of the sheathing. A complete tear off is necessary to verify the integrity of the sheathing.
