Drainage under deck

I have a deck that is about 2 feet off the ground, attached to the house. Part of the deck is under the "drip line" of the roof. I used to have a gutter up there, but no matter how often we cleaned the thing out, we kept getting ice dams, so in a fit of frustration, we tore down the gutter. The crawlspace under the deck is sloped away from the house, but I would like to put something else under the deck to direct water away from the foundation. Would laying some roof shingles (I have a bunch left over) directly on the ground in that crawlspace be a really bad idea?

Understanding and Preventing Ice Dams on the Natural Handyman home repair and do it yourself website

I would try to stop the ice dams & reinstall the gutter. There is some info on the above site.
