Creative solution needed for unaccessbile siding

I live in SF, where homes are stacked right next to each other. I am remodeling downstairs and would like to add insulation yet after pulling off old drywall and exposing paper used under ship lap siding, paper looks like it needs to be replaced to keep out water. Is there a way to waterproof without having the ability to take off siding to tyvek?

No, you're asking the impossible. Housewraps like Tyvek are meant to be a weather resistive barrier, which goes between the siding and the sheathing (or if no sheathing, between the siding and the studs). It must also be lapped properly so that if it does get wet, it will shed water.

If you are wanting an AIR barrier in your wall to make your insulation more effective, you can do that from the inside. Take 4'x8'x1/2" sheets of ISO rigid foam insulation and rip them down so as to fit between your studs and seal the edges with PL300 foam adhesive. But that would not be considered "waterproofing".
