Rooftop Deck not draining.

Good afternoon DIYers.

I need some help.

I have a rooftop deck that is not draining properly. Rather than draining to one side where the drain spout is located, it is currently pooling under the center of the decking. After pulling up the deck boards it appears as though it's a general roofing material underneath with some stucco and roofing cement in places.

I intend on pulling up the deck boards and framing completely and removing them. I would like to have the deck graded properly so that all of the water will run off the side. I will then add a gravel surface made of very small rocks topped by artificial grass.

My question is, what substance do I use to ensure that the grading is correct? I am unsure if I should use a roofing material, cement, some type of foam, or anything else.

Use tapered foam insulation and then 60 mil epdm roofing. Then a sacrificial sheet of 45 mil epdm covering the entire roof prior to the drainage mat and lawn.
