can my guttering be made functional?

I believe the roof on our house extends way past where it should. The guttering isn't exposed enough to catch most of the rain. When it rains most of the water runs off the roof and over the gutter, some rain goes in the gutter but not much. The 2 options I thought of are expensive - cut the roof back along the perimeter of the house to expose more guttering, or take down the guttering and install more facia to accomplish. Are there other easier options? We need gutters so the rain doesn't soak in the ground and leak into the basement (another big problem). Thanks for the advice.

The structure of your roof probably does not extend too far. It's probably that the shingles or whatever roofing material you have was installed overhanging. Trimming it back is probably the most inexpensive option.
