question about roof turbines (whirley birds)

Hi all I have a question that has been bothering me for quite some time now the roof turbines do not spin on my roof except for when the wind is blowing. are they supposed to spin even when the wind is not blowing (spinning when it is cold?) I thought that the heat circulates through the roof and exits through the turbines therefore they should spin most of the time let me know if I'm wrong.. I just don't want the roof to get mold I know if the air doesn't circulate properly it can mean alot of problems

The turbines will spin with enough hot air pushing upward. IMO they don't do an adequate job. I would opt to remove them, make adequate repairs to the roof and install ridge vents. They are passive, no mechanical parts and work 24-7 without help. You do have soffit vents, right?
