Ice and Watershield on an existing roof

We are trying to buy a couple of years on our roof. One guy says our roof is ok except along the edges and we can buy a couple of years if he removes the first 3' installs ice and watershield.

Another guy says the it won't work because the new roof won't adhere to the old roof properly

Who's right?

I live in northern ny so ice build up is a problem. The only leaks have been from the build up

What is happening that made you call a roofer in the first place & how is the shield supposed to correct it? Most roofers don't want to do piece work.
