Overflowing gutters

In heavy rain one of my gutters overflows. The downspout from the gutter has 2 45 degree bends in a length of 2 feet. Could this be causing the overflow? The other side of the roof does not overflow, it has a more gentle downspout. Both sides have gutter covers.

Could be plugged, but if you have covers that would be less likely. 3x4 downspouts and drops handle twice the water that 2x3 downspouts do. So you might consider changing to the larger downspouts if your current downspouts are clean but just can't drain the water fast enough.
