Stucco crown moulding

We have an exterior styrofoam extruded crown moulding that has acrylic stucco on the surface. Latlet biurds have been pecking holes in the stucco, through the strofoam and are building nests. We have fille the holes with a spray-in latex foam. The birds are returning. We have placed plastic owls by the holes but they do not work. Any suggestions are what we can do to keep the birds away? Maybe someone can also tell us why the birds are attracted to this area.

I've been told that the stryofoam pops and cracks with temperature changes and the birds think it's bugs in the wood so they go to work hunting food

The battery operated owls that have eyes that light up and make a chirp when the sensor is tripped might work better.
