How to seal old downspout opening in sewer pipe

Hello all. I have a 75 year old house and somewhere along the line someone ran one of the gutter downspouts directly into the sewer pipe. This is against code here.
They mortared in around the 3 x 4 inch downspout elbow, into the round 6 inch sewer pipe bell that they installed for this.
I need to remove this rainwater entry into the sewer. Does anyone know if a 3 x 4 plug is made that I can cap the hole with? If not, should I just jam a rock into it and then concrete around it to seal it? Thanks.

There are rubber caps available that either go inside the bell or around it with a clamp. Here's an inside cap.
