building a wooden room on top of a concrete building

first of all sorry i really didnt know in which section i should put my question , im wondering if its possible to build a wooden room on top or already existing building? why i want to do this is because where i live jordan middle east you are allowed to build only 25 square meter but if i used wood you can do it as big as you can

Welcome to the forums! As you guessed it it a primarily a North American site, so we have no idea what the building codes/practices are going to be in the Middle East. The availability of wood in your area may pose a problem as well. In our area, you first must enlist the help of a structural engineer to determine if the existing structure will withstand additional floors. Very important or you could end up with a pile of firewood. The roof will need to be removed, structural joisting installed, then framing can take place. Very complicated. Check with an engineer first, and good luck.

The wood is not a problem .I have to find a structural engineer
,but the thing is that if im going to ask for a help from an engineer
it will cost money even if he just came and took a look for like 5 minutes
so i just wanted to know if its possible to build a wooden room
on top of a concrete building that is built to withstand an additional concrete
floor so i think it will be able to handle a wooden room

How do you know that the building is able to withstand an additional load?
I assume it has a flat roof ??

because when we build it to withstand an additional floor since the regulation are changing which is another reason why i want to build a small wooden room . because if the regulation changed and they would let us build another floor .
its a flat roof yes
