roof leaking from collected water near drain.. help

im going crazy. i have an old house with a flat roof with a gutter near the center.
the water collects near the drain and leaks a lot . i and my handy man have re tarred the area, applied the white sealer, used foam and checked everything ...around the drain.. no luck so far.do i need to rebuild the area around the drain?; the water drains slowly there because of the tar build up, thus the leak. any ideas, etc .. or anyone in the la ca area who can help me..

Some pics might help plus more detail as to where the water is leaking.

Welcome to the forums Paul!

Tar by itself doesn't always work long term because it will contract/expand with temp changes. It's usually best to apply a layer of tar, then a membrane covered with more tar..... but I'm not sure it would be a good idea to built that area up higher if you are already having drainage issues.

Its a job for a pro. What concerns me is that you mention a handyman,white caulking(latex or silicone ?) plus foam. I,m assuming this is expandandable gun foam that absorbs moisture and should never be used on a roof. Sounds like at the very least that you should strip down the affected area and retar and gravel it.I,m all for saving money but your situation wont improve with a qick fix
