Trying to stop a wet basement.

After my second time of shop-vaccing 80+ gallons from my basement, I finally had a friend help me with my gutters. I kept this project simple; simply installing inside miters and using slip joints connectors to make a better seal. Unfortunately, 20 foot roofs, 26 foot multi-purpose ladders, and acrophobia caused me to neglect running a final bead of sealant on one of the connectors and I still have a bit of a leak. At least I hope that's why. Otherwise that gutter is sloping the wrong way and I need to find a way to install new gutters. But I digress.

While I was up there, I noticed that the gutters were the kind that come with hidden hangers with straps pre-installed. Not that this is bad, but whoever did the roof last apparently laid plywood/osb/whatever on top of the straps, then put down a drip edge, and then shingled. Will this, in and of itself, cause water to get anywhere it shouldn't be?

The next issue for my basement is fixing the grade. I live in a rather flat area and have almost no side yard;
1) What is the "proper" soil to get to put around the foundation to build it up?
2) Is there a good enough option I can use so I can put plants on that one side yard instead of grass so I can ignore it later instead of mowing and trimming?
3) Any other suggestions?

Before you throw any dirt there, inspect the foundation for cracks, however thin they may be. The foundation may require a membrane that goes to the footing.
