Roof Sheeting Low Slop 24oc Rafters using EPDM rubber

I am going to be replacing a shingled low slope roof that currently leaks like crazy. It is a 1/12 that attaches to a 4/12. The low slop is 13x30 large and tge 4x12 section is 15x30. I am in PA and get moderate snowfall. I have been told by the epdm manufacture I can not use h clips. So this limits thinner sheeting with clips. My question is what kind of sheeting should I use to get good edge support. I was thinking 5/8 or 3/4 tounge and groove or am I off? Thanks.

Any possible way to redo this so you can have some pitch?
A roof with that low a pitch is always going to be a problem with your snow loads.

I have no plans to change the pitch. Even with shingles the roof only leaks in one place. I think the rubber should solve the leaking problem. I attached a picture. The pitch maybe more like 2/12? I have already purchased a 20x35 single piece of rubber that will cover the low pitch part. Thanks for the input.
