Clogged drain pipe and water seeps into basement

Clogged drain pipe and water seeps into basement
Hi,
There is a concrete around the house with a small drain near one corner(see pics).
After heavy rains water always gathers in this corner with its level up to 1/2 ft.
When I remove cover from this drain I see an open pipe clogged from both ends.
I have two questions.
1. Where could this pipe go and is it worth trying to unclog it? There is also a downspout nearby whose path probably merges somewhere under the ground with this pipe. I am afraid if I try to unclog the pipe I will push the dirt and clog the water path from downspoute.
2. What could be the most likely path of seepage into basement? Could it seep through the brick wall because the water level outside stays high, or it could actually seep from that drain, which is very close to the foundation.

The drain could go to a few places, a dry well, to the street or it could go to a sewer line. It's really not supposed go to sewer line but it's been done before. Look at the curb to see if there is an outlet there.
I would try to unclog it. That could stop the water from going into the house.
