the roof on my 1959 house

My house was built in 1959 and has about a 3/12 pitch roof with gable ends. The entire inside has a vaulted ceiling that is paralles with the roof.
My problem is this; I have a water leak in one of the bedrooms so I feel like I need to reshingle the house. I am concerned however because on closer inspection I have found that there is no ventalation between the shingles and the interior sheetrock, and I am worried that I might have a problem with the decking rooting. So if I just reshingle I would basically be covering up the real problem.
What I have thought about doing is to basically fer-up the roof using ripped 2x4's placed over the existing rafters, redecking over these 2x4's this time leaving space for ridgeventing of course. Would this work? If so, yippie! If not, what on earth am I going to do? Please help.
Thank you
Stephen Baird

Do I have shakes?

I'm guessing that by shakes you mean cedar. If I am guessing correctly than no. I have normal shingles on the roof now.
