gutter lip missing? water coming down inside of drain

The gutter seems to be leaking from where it connects to the wall. It seems like on one side of the house there is no lip so heavy rain falls off and goes straight into the gutter but when it's light rain it comes off the edge but then follows the edge and misses the gutter running down the gap between wall and gutter and onto the balcony.
Is there a lip that can be installed under the orange metal here?

Curious just how much money the roofer saved by not putting on roofing long enough for the job, and sloppily at that. The lip that is on there now, is not attached with weatherproof screws so leak. If the existing add on lip does not extend far enough up under the roofing....leak by capillary action. Not sure what material the extension is made of but it is chemically reacting to the enamel on the steel roofing. Dissimilar metals touching cause electrolysis. How are the snow brackets attached? Couldn't tell much from the pictures.

The side with the chemical reaction is not the problem side, it's the other one.
What can I install under the orange metal roof to make the water go into the gutter rather than the water following the edge and coming down in between the roof and gutter?
Not sure who installed the roof, could have been a DIY job from the previous owner(s).
