I have same thing. I have full dormered cape with the sloping pitch on the south side with 2 dog houses. Last fall, I replace rotted pine fascia with composite. I did not put the gutter back up but will in spring as I got a little water in basement. I live in MA with 60 inches of snow last few weeks. I roof rake but I have icicles all in front on the pitched south side on roof. I do not remember seeing icicles before but I do not know.
I have vented drip edges in front. I have proper vents in attic with R38 in attic (R19 in joists and R19 running perpendicular to joists).
On the roof, the ridge vent (peak) is covered in snow. We had some melting for a couple of hours as I saw shingles got wet after I roof raked. North side does not appear to have icicles which has a vented drip edge and a gutter.
I have been here for 22 years.
I am going to get it shingled later this year.
Do I need more ventilation on south side?

Capes are difficult to insulate in the roof section and if not done with baffles to take the air to the ridge and disperse at that point, you don't have good ventilation. The icicles could be from the fact is is south facing in the first place. The sun rises, runs and sets in the south in the winter and solar heat can melt snow causing a drip forming icicles.

Was the attic ever air sealed before the insulation?
R38 is not enough in your area in an attic.
Should be at least R-50.
Blown in would have been far better then batts.
If you have two layers in opposite directions there's bound to be air gaps.
