Roof intersection dilemna

Had a rough winter here in NJ with ICE Dams.
Have a slight Pitch flat roof which intersects a
shingled valley. The flat roof is in pretty good shape
and is Roll Roofing with a tar coat.
I want to put the ICE Dam product down in the valley and don't mind ripping up the tab shingles but would rather not rip up the flat roof. Can I stick the ICe dam /Weatherguard
procuct right on top of the tar roof? Would I then put
some kind of sealer over that?
second question: where flat roof meets the gutter I want
to put new flashing under the flat roof. What is the best
way to do this one. If Ice forms again next year I don't
want it to bet back under there.

You are trying to do what is right but need to start right. Get it in your mind that you can not short cut when fixing a roof.
If you need flashing and ice dam/weatherguard in the valleys then you will have to tear off the rolled roofing to do it. If you want to install new flashing under the rooled roof edge, you will have to tear it off to do it.
