How to attach step flashing to a structural tile (under stucco) wall?

I'd redoing the flashing on my wall to roof seam because the existing method of applying a crapload of tar to the face of the stucco doesn't work very well and fails after a couple of years.

I'm going to remove the bottom 8"-10" of stucco wall from the roof line and want to properly step flash it and then reinstall stucco. I did this many years ago on the opposite side of my house but don't really recall my methods, and regardless, want to make improvements to it this time around.

The exterior of my house is stucco applied directly on to (hollow) structural tile (like cinder block but thinner, less porous, and much harder/stronger).

Most videos I've seen of the step flashing installation process nail the flashing into the wood sheathing. But that's less feasible in my case. Is my only option drilling holes in every step and using tapcons? That is going to be slow! Can I nail it into the roof rather than into the wall?
