New Roof

This is going to be a very basic question, but it is prompted by the questions I seem to get every time I call a roofer.
It appears that a number of the rafters in our roof have developed fractures because the roof was improperly designed. While there are repairs that might be done, my wife and I are considering putting on a whole new roof, rafters and all. Yet, when I tell the roofer that I need an estimate on getting a new roof, they always assume that I mean just to have it reshingled. So, here's my question:
Am I looking for a roofer to build a new roof, or do I need to look for some other professional (e.g., general contractor/ builder)? That is, do roofers just reshingle, or do they also rebuild (generally)?

Generally, roofers re-roof (shingles), and general contractors do the framing and sheathing carpentry to actually build a roof.
Get licensed general contractors, who will be knowledgeable about codes and structural requirements, to inspect and bid on the roof re-build.
Unless it has, or is about to, totally collapse, you should be able to have it repaired and reinforced (much less expensive), instead of having it completely ripped off and rebuilt.
Get two or three bids, and check references.
