Question metal roofing

I am building a garage and want to heat it. I designed a cathedral ceiling in it to utilize a car lift. I want to use metal roofing. I am trying to figure out the best way to insulate the 2 x 10 rafters and install the metal roofing. I am concerned about air space in the proper location and a foil barrier to prevent moisture problems. I am planning on lathing out the top of the 2 x 10 with 2 x 4. I want to add fiberglass insulation in the 2 x 10 but am not sure whether to let an air space above it or fill it full of insulation. Do you have any suggestions as to how to install what materials in the right place?

The air space needs to be located above the insulation in order to have a cold roof situation. You will also need intake of air at your soffit and a ridge vent to provide exhaust ventilation.
