My fathers house was built in the late 40's, early 50's. The original roofing shingles are probably asbestos and have a layer of shingles over them, done in the 70's. What precautions now needs to be adddressed when removing both layers?

You should contact a asbestos abatement contractor if you think there is a possibility of asbestos shingles on your roof. They will take a sample for lab tests and contact you with there findings.
