Carpet to Laminate Transition

I put laminate down in hallway and am leaving carpet in bedroom. Edge of laminate will have wooden butt reducer. I think that I should put tack strip in bedroom doorway to re-attach carpet and tuck in between tack strip and butt reducer. How do I detirmine how far from reducer to nail down (into concrete) tack strip??? Also, should the carpet pad go over the tack strip??

The gully should be the same thickness as the carpet, but no greater then 3/8"

No, the padding is trimmed off just behind the tackstrip. You want the pins on the strip exposed, to grip into the carpet backing.
