Replacing carpeting glued to concrete

Replacing carpeting glued to concrete
We want to replace the carpet in our basement, which is about 25 years old and glued to the floor. I have two separate questions about this project.
The carpet seems it pull up pretty easily, and the glue can be scraped off with my fingernail. However, there is a black film left on the concrete. I was thinking of using a flat shovel to scrape the glue off. Does this black film need to be removed as well if new carpeting will be glued to the floor? No padding will be used and both the existing and new carpeting is extemely flat and smooth (I don't know the correct term). Here is a link to a picture of the carpet and the spot where i scraped some of the glue off:

The other aspect of the project concerns carpeting over an area where a dry bar used to be. Part of this area is covered with a thin vinyl tile, and the other part is bare concrete where the bar itself used to be. Does this tile need to be removed or can the carpeting be glued to it? Here is a picture of this area:

TIA for any advice!
