Carpet over asbestos tile

My son wanted to recarpet his living room, so he thought he'd save some $ and he pulled the old stuff up himself. He then went to the local Home Depot for an estimate, and they asked him what was under the carpet, where his house was, build date, etc, and the HD guy determined the old 9x9 tiles underneath were probably asbestos. Some had popped up while he was pulling the old carpet off and he used liquid nails to glue them back down. The HD says they won't touch doing carpet there, and told him neither will anyone else. He'd prefer laminate, but the floor is not even. Does anyone have any suggestions as to how to handle this or any alternatives? I doubt he could afford a asbestos-removal professional.

A real carpet dealer will install over it. HD is infamous for this.
