When you put the carpet pad down do you place it withing the tack strips or on top?

:eek: Help! My FIL got grease stains on our brand-spankin new carpet!! :mad: Kill . . . What can I use to clean it?? :confused: I have no idea what kind of grease it is other than when I touch it, it seems oily instead of gooky or sticky. :mad: I had to the protection stuff sitting on the table to apply tonight since the directions said to let it dry 6 hours, but 12 was better.
